Under change plans, I only have the option to go from my $40/mo plan, to a more expensive $60/mo plan.. why don't I see the yearly plan that other people have?

Boost mobile is a scam there hot spot uses the high speed data and it's not supposed to. There unlimited plans aren't unlimited.

Yeah, no.. not that easy. For instance, for me it said (for some reason) my old plan wasn't compatible with the new one. Have no idea what that means, or why the plan I'm switching from would need to be compatible (or how it could or couldn't be for that matter).
I've had the old plan for 6 years. It's discontinued. My phone still has service, however the hotspot no longer works. Because I need to switch to a current plan apparently, even though they've had no problems charging me every month for the add on and never told me I need to switch. 8 months by way of hotspot not working while charging me anyway, until someone at a store finally noticed. And only then because they've literally tried everything else they (or tech support) could think of. Long story short. I payed my bill yesterday. I can't switch unless I pay for the new plan SEPARATELY from any current plan.
So no, you can't just switch even if the old plan and the new one are the same price, and offer (basically) the same exact service. Actually the new one would be $5 less than my old one. As far as I can tell the actual plan itself offers the same service and options as my old one. I'm sure there must be some subtle difference, but I have no idea what. It seems to me if anything they'd be getting $5 bucks for free on the change.
But.... No... If you change your plan, you have to pay for the new one, and lose any time left on your old plan, even if you just paid 17 hours ago. Apparently.
Nature of the pre-paid beast I suppose.
Although to boosts credit.... the customer service rep did say if I switch next month, they would do something about some of the money I've paid for a hotspot I haven't been able to use for 8 months.
And honestly in 6 years, the only other time I had an issue, they also gave me a credit on my account, plus fixed the issue.
Also, in six years, Ive only had a total of 3 issues. This one, regarding the hotspot. An add on I got at a store that wasn't input correctly (the credit, plus an extra month of the add-on for free). And once I rented a room from someone that happened to be in a dead spot.
Clearly they couldn't do anything about the dead spot, but honestly the rent was excessive anyway so I moved.
And in a surprising move on their part... Once I had an employer who felt it acceptable to pay me at random, and never even once accurately. 6 weeks no pay, then constantly trying to catch up when pay did come through... Cell service was on the short list of sacrifices. After 2 months of my phone being off, I got an email from boost saying I'd been a long time customer, and they wanted to know why I decided not to renew my service. They also GAVE me a free month of service. GAVE... As in for free. I turned my phone on and sure enough... I had service. They also gave me a free month of service on my 5th year anniversary of being a customer.
Not only that, but when I recently upgraded my phone, they ultimately gave me $230 in discounts off my new phone.
They even refunded a payment I accidentally made twice once, and from what I've heard, they don't do refunds. Except they totally did.
I've read many reviews and comments regarding boost Mobile.
And I have to say, I've never really had any problems with them, their customer service reps, their service, or their physical locations.
Sure, it sucks you can't just switch your plan without losing what ever is left on this months service. Sure occasionally you have a weak signal. Sure, sometimes you might have to spend an hour with customer service or in a store. And yes, sometimes during peak service hours the internet can be noticably slower.
But same can be said about nearly every cell service provider, especially a prepaid one. And the ones you couldn't say that about, are probably costing you over $100+ a month easy.
I pay $50 bucks. The times the internet is slow is far less than the time it isn't.
I've also miraculously had a signal (and usable service) out in the woods far from civilization from the top of a medium sized hill. My 3 friends who had Verizon, at&t, and metro didn't.
We were shocked, shocked I say...
$50 a month.... Prepaid cell service...
And despite the odds, I was the only one who was capable of calling for help if necessary.
So just wait until next month to do it.

If I change my plan do I have to pay the new plan fee plus the previous months fee?
