The reason moves are like this is because of flavoring, if game freak wants a pokemon to have a specific move but it doesn't work flavor wise, a different move with the same mechanic would be the solution.

Realistically, lorewise it's probably because it doesn’t make sense for a Pokémon to learn that move so they just rename it something else for it to work. IRL they probably ran out of move ideas and end up recycling a few.

I just get disappointed when a pokemon's signature move is just...bad. Especially Legendaries. Like looking at the ultimate moves for the starters, really they should be the best moves, but considering they are all special moves they dont even work on half the starters because of stat distributions and the recharge instantly makes them a worse option than just running Flamethrower or Overheat. At this point they need to be reworked into one of those moves that changed depending on the highest offensive stat or something because they are all just terrible. Volt Tackle is a PHYSICAL move they gave to Pikachu who is primarily a special attacker, and it does a ton of recoil....to a pokemon without a lot of HP and pretty awful defenses. They really looked at these ultimate moves and went "Let's make them look cool for the anime and manga but SUCK in game"

Also....really? Glaciate being like a 65 base power move? They couldnt have given Kyurem anything better? Zekrom and Reshiram get 100 BP moves and a second move with high damage and bad accuracy and Kyurem gets a 65 power move that lowers speed. It's literally Icy Wind. And then the fusions get, wouldnt you know it, TWO TURN CHARGE MOVES!

There are 4 phisical flying type moves that deal 60 dmg (wing attack, aerial ace, pluck, sky drop)

Some of these make sense as others pointed out as far as "flavoring" or making similar attacks for those that it doesn't make sense having a certain move usually because of typing. The biggest exception to that is Leafage instead of something like Vinewhip. But on that note, not all starter grass types can grow vines. Off the top of my head, it's only Bulbasaur, Chikorita, and Snivy. The other grasss type starters don't grow vines out of their body, so needing a replacement grass type attack for other grass starters makes sense.
